PROSPECTING AND EXPLORATION OF MINERAL RESOURCESIN THE EQUATORIAL AND SOUTH ATLANTIC INTERNATIONAL AREA

CREATION

The Program for the Prospecting and Exploration of Mineral Resources in the Equatorial and South Atlantic International Area (PROAREA) was created by the Inter-ministerial Commission for the Resources of the Sea, through CIRM's Resolution No 003 of September 16, 2009.

PURPOSE AND OBJECTIVES

The objective of the Program for the Prospecting and Exploration of Mineral Resources in the Equatorial and South Atlantic International Area (PROAREA) is to identify and evaluate the mineral potential of areas of economic and political-strategic important to Brazil located in this region.

PROAREA's objectives are:

a) The expansion of Brazil's presence in the South and Equatorial Atlantic;

b) Data collection to support future Brazilian prospecting and mineral exploration requests to the International Seabed Authority (ISBA);

c) Obtaining technical, economic and environmental information needed by public and private companies, so that government agencies can develop mineral exploration and environmental management activities in the South and Equatorial Atlantic international area; and

d) The preparation and training of human resources at various levels of training required for developing activities in the "field".

PROAREA's work activities are divided into the following projects:

a) Integration and Systematization of Information;

b) Evaluation of mineral potential;

c) Economic, Technical, Environmental and Legal Feasibility Studies; and

d) Prospection and Exploration of Mineral Resources (contract with ISBA).

The Program for Prospecting and Exploration of Mineral Resources in the Equatorial and South Atlantic International Area (PROAREA) constitutes an important tool for expanding the Brazilian presence in this maritime region, through the implementation of activities that facilitate the development of cutting-edge technology, employment generation and the qualification of human resources, thereby contributing to the country's socioeconomic development and Brazil's greater participation in the international arena.

GOALS

- Develop a model for geological and geophysical evaluation of mineral resources in the "Area";

- Conduct geological and geophysical surveys on the scale of 1:100,000 in 100% of the area of the Rio Grande Rise;

- Conduct geological and geophysical surveys on the scale of 1:100,000 in 10% of the area of the Cordillera Mesooceânica Equatorial and South Atlantic;

- Get right to exploit cobaltíferas crusts in the Rio Grande Rise; and

- Get right to exploitation of polymetallic sulphides in the Meso oceanic Cordillera of South Atlantic and Equatorial obtained in international waters.

OPERATIONAL STRATEGY

It is up to the Inter-ministerial Commission for Sea Resources to oversee PROAREA's activities, through the Sub-commission of the Sectorial Plan for the Resources of the Sea.

These activities are conducted by an Executive Committee under the CIRM, coordinated by the Ministry of External Relations. This Committee is assisted by an Operational Group, coordinated by the Brazil's Geological Service, with technical and scientific support from various ministries and institutions represented in this committee and in the scientific community.

The aforementioned Executive Committee is composed of representatives from the following institutions: Ministry of Defense (MD); Ministry of Mines and Energy (MME); Ministry of Science, Technology and Innovation (MCTI); Ministry of the Environment (MMA); Ministry of National Integration (MI); Ministry of Education and Culture (MEC); Ministry of Development, Industry and Foreign Trade (MDIC); Ministry of the Navy of Brazil (MB); Scientific Community; Brazilian Geological Service (CPRM); National Mineral Production Department (DNPM); Petróleo Brasileiro (PETROBRAS); and the Secretariat of the Inter-ministerial Commission for the Resources of the Sea (SECIRM).

PROJECTS

projeto de INTEGRAÇÃO E SISTEMATIZAÇÃO DE INFORMAÇÕES

Project I

INTEGRATION AND SYSTEMATIZATION OF INFORMATION

This project aims to integrate and systematize the information about the South and Equatorial Atlantic international Area, in an environment with an integrated information system, the development of methodological standards and the maintenance of this information in a database.

1. General objective:

Integration of all data and updated information available in Brazil, in other countries and in international agencies.

2. Specific objectives:

a) Produce an integrated set of continuous data, in order to allow for a complete view of the South and Equatorial Atlantic international area; and

b) Produce GIS maps, as a basis for planning projects.

Project II

COBALT CRUSTS IN THE RIO GRANDE RISE (PROERG)

1. General objective:

The general objective of this project is to assess the mineral potential of deposits in cobalt crusts in the Rio Grande rise, at the scale of 1:100,000.

2. Specific objectives:

a) Identification of areas where there are cobalt crusts in the region;

b) Development and improvement of techniques for the geological and geophysical recognition of mineral resources;

c) The training of specialized personnel in the recognition and mapping of cobalt crust deposits in the international areas of oceans; and

d) Development of models of the geological evolution of the Rio Grande rise and the genesis of cobalt crust deposits in the region, which could then be be used in other fields.

Project III

POLYMETALLIC SULPHIDES OF THE MID-ATLANTIC RIDGE (PROCORDILHEIRA)

1. General objective:

The general objective of this project is to perform the geologic mapping and survey of the mineral and biotechnological potential of hydrothermal deposits in the mid-ocean ridge of the South and Equatorial Atlantic, at the scale of 1:100,000.

2. Specific objectives:

The specific objectives of this project are:

a) Identification of areas where valuable polymetallic sulphides occur in the region;

b) Development and improvement of techniques for the geological and geophysical recognition such mineral resources;

c) Contribute to the training of specialized personnel in the recognition and mapping of cobalt crust deposits in the international areas of oceans; and

d) Develop models of the geological evolution of the mid-ocean ridge of the South and Equatorial Atlantic.
